Disabled Refuge

The most neglected part of any safety system in commercial buildings are the disabled refuge system, however these should be considered in all new non residential buildings above single storey.

 

What is a Disabled Refuge ?

 

A disabled refuge is defined as a location for people who are mobility impaired who will impede the general egress from the building, or need assistance in leaving the building. This obviously includes wheelchair users who may have used the lift, but also covers the elderly, pregnant women over 6 month term, people with arthritis, in fact anyone who cannot walk 200metres without a break”                   

 

Disabled refuge systems of EVCS (Emergency Voice Communication Systems) are used by building managers and the emergency services to communicate with persons in the building who are unable to use normal means of exit for one reason or another.

 

The call units can be standard style handset (type A)s or hands free units (type B) and would be located at the buildings refuge points, the main control panel is generally located in a position adjacent to fire panel.

 

The entire system should be wired in fire resistant cable which is categorised as Enhanced by the standards, the system also must have battery back up in order to provide communications in the event of mains failure.

 

As with all safety systems there are a set of British Standards that the equipment must be manufactured to and installed to.
